I was lucky enough to have it gifted to me from a fellow ToE head (thanks Penny!). I really wanted to try it out. I would have bought it if it wasn't gifted, and I would buy it again. I had been wearing the velvet party hat previously. When I received it by mail the spec read something about being a level 1 Glorious Helm -- implying there will be higher levels. It doesn't say anything about a level in the inventory description.
After using it for awhile now, I really enjoy it and find it beneficial -- but not game changing.
Now here's my specs ATM if that helps you decide how it will work for you:

This gives me a grand total of 15 Armor which in practice means only about 7 points don't hit me. Seems like I saw Nils say something about armor dividing by 2 -- which makes no sense to me, but it is what it is.
This config gives me 120 magic points. Now as a priest with smite (20 points a pop) and heal (50 a pop) I used to heal on the round before expecting I'd kill a creep. That was virtually every creep because I didn't know when I'd hit an Angel of Fire to hand me my ass.
Now with the Twilight Slasher I find it gives me 1-5 leeched HP per round (including first and last). This isn't very noteworthy up against guys that hit 30+, but with the helm (and other armor) saving me 7HP and the leech adding a few I find that I'm surviving muchof what would have been death blow attacks. This config has allowed me to not heal unless my HP is in the low teens (every 3-4 creeps) with reasonable confidence of surviving an angel.
It's for a different thread, but the Slasher does seem to leech more when I am low as opposed to high. It doesn't help keep me healthy as I typically get 1point at high health. Once I fall below the 1/4-1/3 mark however I get 4-5 regularly. Annoying, but probably a balance thing.
